Introduction

Terracon Ecotech conducted an Environmental Impact Assessment for the City and Industrial Development Corporation of Maharashtra Limited (CIDCO) concerning the development of Dhakale Island in Navi Mumbai. The proposed project focuses on the area development of the ASR-1 plot on Dhakale Island, specifically in Village Shahbaj. This development aims to install a surveillance radar, crucial for ensuring the safe landing and take-off of aircraft at Navi Mumbai International Airport (NMIA).

Project Description

The project involves the development of Dhakale Island in Navi Mumbai, covering an area of 344 sq.km. The proposed project is area development of ASR-1 plot on Dhakale Island, village Shahbaj including construction of ASR-1 building, including antenna tower for operation at Navi Mumbai International Airport (NMIA). 

The project aims to develop the area for residential, commercial, and industrial purposes. The project includes the development of infrastructure, such as roads, water supply, and sewage treatment plants. The project also involves the preservation of the environment and the protection of the local flora and fauna. 

The EMP, a vital component of the Environmental Impact Assessment (EIA) process, acts as a framework for managing and mitigating potential environmental impacts associated with a project. Environmental Management Plan Management of environment during pre-construction, construction and operation phase would include monitoring of implementation of mitigation measures suggested for protection of surrounding environment from adverse impacts of pre-construction, construction and operation phase activities. As a part of responsibility towards protection of environment, project proponent has allocated budget for environmental management during construction phase and operation phase.  

Environmental Impact Assessment (EIA), is a process used to evaluate the likely environmental effects of a proposed project or development, including the impact on the natural environment, as well as on human health and well-being. The purpose of an EIA is to provide decision-makers with information about potential environmental impacts, allowing them to make informed choices about whether to proceed with a project and, if so, how to manage and mitigate those impacts. 

Environmental Monitoring Program Monitoring of different components of the environment including air, noise, soil and water as well as flora and fauna wherever necessary, as detailed in the EIA Report will be conducted during the construction as well as the operational phases of the project to evaluate the performance of the EMP. The monitoring plan specifies the parameters to be monitored, location of the monitoring sites, frequency and duration of monitoring, applicable standards and institutional responsibilities for implementation. 

Outcome

The successful implementation of the project will result in the establishment of critical infrastructure, ensuring safe and efficient airport operations at Navi Mumbai International Airport. The construction of the Airport Surveillance Radar (ASR-1) infrastructure, along with associated facilities like the jetty and access road, will contribute to improved connectivity and accessibility to Dhakale Island. The environmental measures, including mangrove preservation and impact assessment, will help minimize adverse effects, ensuring sustainable development. 

The comprehensive environmental management plan, risk assessment, and disaster management strategies underscore the project’s commitment to responsible development. Economic and social outcomes include job creation, boosted local investment, enhanced tourism experiences, and increased government revenue, ultimately elevating the socio-economic status of the area. 

While acknowledging localized and reversible negative impacts, the project aims to achieve a balance by implementing stringent control measures. The overall outcome is anticipated to be a well-functioning Airport Surveillance Radar system, supporting the Navi Mumbai International Airport’s operations, with positive economic, social, and environmental contributions to the region.
